Utilita is a Hampshire-based UK energy supplier best known for prepayment and smart pay-as-you-go tariffs, including a zero standing charge option for prepay customers that MoneySavingExpert still flags as one of only two such offers in the market. Citizens Advice rated Utilita 2.53 out of 5 overall for April to June 2026 (15th in its supplier table). Ofgem opened an enforcement investigation on 13 November 2024 into Utilita’s compliance with prepayment-meter rules; that case remains open and Ofgem says opening an investigation does not imply findings of non-compliance. This SwitchSquid review covers who Utilita suits, what “under investigation” means in plain English, how Utilita compares with Octopus at a high level, and when to compare the wider market instead. If you compare energy through links on this page, we may earn a commission; it does not change the price you pay.

SwitchSquid verdict
Utilita can still make sense if you are already on prepay, want tight spend control, or specifically want a zero standing charge prepay tariff of the type MoneySavingExpert describes. It is a weaker fit if you want top-quartile customer-service scores or a wide choice of fixed Direct Debit deals — Citizens Advice’s April–June 2026 score of 2.53/5 and the open Ofgem prepayment investigation are both reasons to read the small print and compare alternatives before you switch in.

What is Utilita Energy?
Utilita Energy Limited is a domestic energy supplier based in Hampshire. Its public brand is built around smart prepayment and pay-as-you-go style billing: you top up, you use energy, and you can see spend more tightly than on a quarterly estimated bill. That model appeals to households that want to avoid bill shock.
Utilita is not “the cheapest for everyone”. Under the Ofgem price cap, a typical Direct Debit dual-fuel bill is £1,723 a year for 1 October to 31 December 2026. Whether Utilita beats that for you depends on your meter type, region, usage and whether you are on a zero standing charge prepay tariff or a standard capped rate.

What does MoneySavingExpert say about Utilita?
On MoneySavingExpert’s guide to low or no standing charge tariffs (updated 1 October 2026), the site states that only two suppliers — Utilita and E Energy — offer a zero standing charge option, and that these are only available to households with a prepayment meter. MSE notes these tariffs charge a much higher unit rate for the first units you use each day, and Utilita’s version costs more on a traditional prepayment meter.
MSE’s wider energy advice still treats the Ofgem price cap and proper comparisons as the baseline for most engaged Direct Debit customers. A zero standing charge tariff helps most when your usage is low or seasonal; if you use a lot of energy, a higher unit rate can wipe out the standing-charge saving. Work the numbers for your own kWh rather than switching on the headline alone.
Is Utilita under investigation?
Yes — and the wording matters. On 13 November 2024 Ofgem opened an enforcement investigation into Utilita Energy Limited’s compliance with Standard Licence Conditions 0, 4A, 23, 26, 27, 27A, 28 and 28B of the electricity and gas supply licences. Those conditions cover treating domestic customers fairly (including people in vulnerable situations), operational capability, contract-term notices, the Priority Services Register, payments and disconnections, self-disconnection support, prepayment meters (including involuntary PPM installation), and warrants used to recover debt.
Ofgem’s case page status is Open. Ofgem states clearly: “The opening of this investigation does not imply that we have made any findings about non-compliance by Utilita.” An open investigation is not a guilty verdict. It does mean the regulator is examining prepayment installation and use rules that sit at the centre of Utilita’s customer base. Ofgem’s June 2026 review of prepayment meter installations said Utilita was taken out of that review because of the enforcement investigation, which Ofgem’s case page still lists as open.
Utilita has faced Ofgem action before. In December 2022 it agreed to pay £830,000, including £20 each to more than 25,000 customers, after Ofgem found problems with how it handled Additional Support Credit for prepayment customers, according to Ofgem’s 13 December 2022 announcement.
For shoppers: if you are already with Utilita, keep topping up as normal, use official Utilita channels for support, and keep records if you are in a vulnerable situation or on the Priority Services Register. If you are thinking of joining, weigh the open case alongside Citizens Advice scores and a fresh comparison.

Citizens Advice customer service scores
For April to June 2026, Citizens Advice scored Utilita:
Measure | Utilita score |
|---|---|
Overall rating | 2.53 out of 5 |
Fewer complaints received | 0.5 out of 5 |
Contact waiting time | 5.0 out of 5 |
Billing and metering | 2.2 out of 5 |
Customer commitments | 3 out of 5 |
Rank in supplier table | 15th |
Contact waiting time scores well; complaints and billing/metering drag the overall mark down. Treat this as one evidence set beside your own experience and the open Ofgem case — not as a single pass/fail.

Prepay explained (and why Utilita cares about it)
A prepayment meter means you pay for energy before you use it, usually by topping up a smart meter or key/card. Pros: tight budget control and less risk of a surprise quarterly bill. Cons: historically higher tariffs than Direct Debit (the cap narrows some of that gap), self-disconnection risk if you cannot top up, and a smaller choice of fixed deals.
Utilita’s brand sits in that prepay world. MoneySavingExpert’s standing-charge guide notes that zero standing charge tariffs are, for now, a prepay-only niche from Utilita and E Energy. That helps if you use little energy some weeks, but the first units each day cost more, so it does not automatically beat every Direct Debit fix if your usage is high. Ofgem’s investigation into PPM installation and use is relevant because involuntary prepay installs and warrant processes are exactly where vulnerable customers need strong protections.
Who Utilita is good for — and who should compare elsewhere
Consider Utilita if: you are already on prepay, you want pay-as-you-go visibility, or you specifically want the zero standing charge prepay style MSE describes.
Compare the market first if: you can pay by Direct Debit, you want a long fixed deal, or customer-service league tables matter a lot to you.
Get advice if: you are in debt, at risk of self-disconnection, or on the Priority Services Register — use Utilita’s support routes and independent help (Citizens Advice, your local council) rather than suffering in silence.
Important conditions
An open Ofgem investigation is not a finding of guilt. Utilita agreed a separate £830,000 redress package with Ofgem in December 2022.
Citizens Advice scores cover April–June 2026 and will change each quarter.
Price cap £1,723 is Ofgem’s typical Direct Debit dual-fuel figure for 1 October–31 December 2026 — your bill depends on use and region.
Comparison results vary by postcode and meter; prepay options differ from credit-meter tariffs.
Final decision card
Utilita remains a specialist prepay-friendly supplier with a rare zero standing charge prepay option called out by MoneySavingExpert, though that tariff charges more for the first units each day. Citizens Advice’s 2.53/5 score, Ofgem’s open prepayment investigation (from 13 November 2024) and the £830,000 Ofgem redress agreed in December 2022 mean you should compare carefully before you join. If you only need a cheaper Dual Fuel Direct Debit deal, start with a fresh comparison rather than a brand-first switch.

FAQ
Is Utilita under investigation by Ofgem?

MoneySavingExpert’s low/no standing charge guide (updated 1 October 2026) says only Utilita and E Energy offer a zero standing charge option, and only for prepayment meters. It adds that these tariffs charge a much higher unit rate for the first units used each day, and that Utilita’s costs more on a traditional prepayment meter.
Is Utilita good for prepayment meters?

How does Utilita score for customer service?
Citizens Advice rated Utilita 2.53 out of 5 overall for April to June 2026, ranking 15th. Waiting times scored 5.0/5; complaints scored 0.5/5.
Utilita vs Octopus — which is better?
It depends on meter type and priorities. Utilita is stronger in the prepay / zero standing charge niche MSE describes; Octopus is often chosen for app-led smart tariffs. Compare both on your postcode and usage rather than picking from brand reputation alone.
Can I switch away from Utilita easily?
If you are out of contract or on a deal without an exit fee, you can usually switch like any other domestic supplier. Check your tariff end date and any exit fee on your bill or in the Utilita app before you apply elsewhere.
Does Utilita offer fixed Direct Debit deals?
Utilita’s public brand focus is prepay. For fixed Direct Debit shopping, run a comparison of the wider market — including other suppliers — so you see the full set of options for your meter.
